The Sudanese-Chadian agreement follows an understanding reached at the sidelines of the Arab Summit in Riyadh on March 29 between Sudan, the United Nations and the African Union to increase the number of UN forces deployed in Darfur. The March 29 decision was the outcome of a meeting hosted by King Abdullah between Sudanese President Al-Bashir, UN Secretary-General Ban Ki- moon, Secretary-General of the Arab League Amr Moussa and Chairperson of the African Union Alpha Oumar Konare to discuss the situation in Darfur.
Sudan, who had opposed elements of the resolution, has stated that they are happy with the current version. China, Sudan's key investor, has ... agreed on the drafted resolution. The Chinese ambassador in the UN, Wang Guangya, conceded that the inclusion of the Chapter 7 reference was now needed, but said "we have to be precise and very careful" about when and how it would be used.
Sudan has agreed "in principle" to a plan that would allow U.N. peacekeepers to be stationed in the country's war-torn region of Darfur, and America's top diplomat hailed the development on Friday.

In February 2007, Vermont State Treasurer Jeb Spaulding oversaw the state pension fund's targeted divestment from Sudan. Vermont became the second state to adopt the Task Force's model for targeted divestment and the seventh state overall to divest from Sudan.
Treasurer Wiessmann will use her position as a member of Pennsylvania's pension funds' Board of Directors to encourage swift adoption of a similar framework with an immediate focus on holdings in Sudan. Treasurer Wiessmann serves as statutory custodian of about $94 billion belonging to the State Employees' Retirement System (SERS) and the Public School Employees' Retirement System (PSERS), the investment of which is under the exclusive control of the SERS and PSERS trustees.
The United States scrambled to get another African nation to apply in an effort to make it a contested race and unseat Sudan. But with so little time it was unsuccessful, U.N. diplomats said, speaking on condition of anonymity.
