A confidential report of the UN sanction committee on Sudan finds that the Khartoum government is flying weapons into Darfur in contravention of Security Council resolutions. The leaked report says that disguised planes are being used for aerial surveillance and the bombardment of villages and adds that rebel groups fighting the Khartoum government are ... guilty of violating UN resolutions, peace treaty agreements and humanitarian standards. The Panel of Experts recommend that the Security Council tighten the arms embargo imposed on Khartoum. Critics may question the timing and intention of such revelations, as after months of bargaining, the government of Sudan has just accepted UN peacekeepers’ reinforcement of the African Union's mission in Darfur.

In keeping with their commitment to the UNSC, the Government of Sudan and the SPLM/A initialed the final elements of the comprehensive agreement on December 31, 2004. The two parties formally signed the Comprehensive Peace Agreement (CPA) on January 9, 2005. The U.S. and the international community have welcomed this decisive step forward for peace in Sudan.

In Feb. 2007, the International Criminal Court at the Hague named Ahmad Harun, Sudan's deputy minister for humanitarian affairs, and Ali Abd-al-Rahman, a militia leader, as suspects in the murder, rape, and displacement of thousands of civilians in the Darfur region. In May, the Court issued arrest warrants for Haroun and Ali Kosheib, a Janjaweed leader, charging them with mass murder, rape, and other crimes. The Sudanese government refused to hand over them over to the Court.

In a joint operation in the Darfur region of Sudan, government troops working with Arab militias detained 136 African men whom the militias massacred hours later. The 136 men, all members of the Fur ethnic group aged between 20 and 60, were rounded up in early March in two separate sweeps in the Garsila and Mugjir areas in Wadi Saleh. They were then taken in army lorries to nearby valleys where they were made to kneel before being killed with a bullet in the back of the neck.

The Sudan government said that it was "suspending" 52 NGOS currently operating in Darfur. Suspension means they cannot work in the Darfur region. The Sudan government said that the NGOs have not complied with regulations which prevent "fraud." The NGOs, of course, see this as harassment by the Sudan government ? which is itself notoriously corrupt.

Eastern Sudan has suffered from years of marginalisation and neglect. As such, it is one of the least developed areas in Sudan. In response to this marginalisation a number of rebel groups, formed mainly from the Beja and Rasha’ida tribes (the most populous in the area), have in recent years carried out attacks on Government targets. Although isolated and small scale, these skirmishes had the potential to erupt into a larger-scale conflict.
