What exactly are the fundamental features of the New Sudan? What are the consequences of non-compliance with the terms of the peace agreements? Should the referendum at the end of the CPA end in separation? What are the implications for the new separate countries, border communities, etc.? What areas of cooperation should the separate countries pursue as neighbors? How will reconciliation among neighbors, who have been pitted against one another, be promoted in Darfur after the war and the resettlement of the victims of war in their original villages?

The United States is a major donor of humanitarian aid to Sudan, and the U.S. has welcomed steps toward peace in the country. The U.S. ... has been a leader in pressing for strong international action by the United Nations and its agencies in Darfur. The U.S. and the international community welcomed the January 9, 2005 signing of the Comprehensive Peace Agreement (CPA) and the May 5, 2006 signing of the Darfur Peace Agreement (DPA), while a series of UN Security Council resolutions in late March 2005 and 2006 underscored concerns about Sudan's continuing conflicts. On September 11, 2006 the U.S. linked improved relations to Sudanese acceptance of a UN peacekeeping operation in Darfur. Since that time, the U.S. has been successful in bringing new economic sanctions against Sudan, as well as ushering in the passage of UN Security Council Resolution 1769 on July 31, 2007, which mandated the rapid deployment of a joint African Union/United Nations hybrid peacekeeping force to Darfur.

The US and UK consider new sanctions against Sudan that would among other things impose travel bans and freeze assets of individuals linked with the events in Darfur. The US administration says that its plans to impose unilateral sanctions are part of a plan to gain Khartoum’s co-operation in allowing a joint UN/African Union force into the region. Gross abuses of international humanitarian law in the fifteenth year of the civil war continue to be committed by all parties, including the rebel Sudan People's Liberation Movement/Army (SPLM/A). Recent experience in southern Sudan has demonstrated that the fighting now in progress will provoke a new humanitarian disaster, unless immediately checked.
