The Center for Substance Abuse Prevention (CSAP) is the U.S. agency responsible for the prevention of alcohol, tobacco, and illicit drug problems in the U.S. population. Because such problems are intrinsically linked with other public health problems, CSAP partners with public and private sector organizations, including other federal agencies, state agencies, professional organizations, and business and health care organizations. CSAP develops comprehensive, culturally appropriate, science-based prevention strategies, policies, and systems that target both individuals and the environments in which they live. The National Clearinghouse for Alcohol and Drug Information (NCADI), established by CSAP, has become the nation's largest disseminator of knowledge about prevention and treatment of alcohol and drug problems.

One of the hardest things about recovery is finding the right substance abuse rehabilitation center for you. Substance abuse treatment is the only answer to the disease of addiction. You may think to yourself "I can do it. I can quit any time I want". You have said this to yourself hundreds of times, maybe even thousands of times, and yet you still think you can quit. One of the biggest mistakes addicts make is that they think they can quit on their own. They think they can achieve sobriety without any help. This is wrong. The substance-abuse treatment center at Mount Pleasant's mental-health institute will remain open, at least until the legislature has another chance to fund it in a regular session. Governor Tom Vilsack made the announcement in his hometown in front of many of the employees who'd lose their jobs if the facility closes. Vilsack said he thinks lawmakers made a mistake not funding the center. Vilsack said he's not sure where funds will come from to support the unit, but feels with stronger-than-expected tax receipts, the money can be found. Iowa's chief executive says if the center doesn't stay open, people getting treatment will wind up in prison. Vilsack says it's too valuable to eliminate.
