Established in 1959, Central Wyoming Counseling Center (CWCC) is a private, non-profit community mental health and substance abuse center with an annual budget of over $5.5 million and an annual payroll of over $3.5 million. CWCC is located in Casper, a city with a population of over 50,000. This location, in the central part of Wyoming, allows for many recreational opportunities, including skiing, camping, backpacking, fishing, hiking, and other activities.

These grantees include the Cook Inlet Tribe Council, Inc. of Anchorage, Alaska; The Native American Health Center, Inc. of OaklandCalif.; the Grand Traverse Band of Ottawa and Chippewa of Peshawbetown, Mich.; the Cherokee Nation of Tallequah, Okla.; and the Great Lakes Intertribal Council, Inc. of Lac du Flambeau, Wisc.

Thomas Blackmon comes to WMU from his position as a manager with the Michigan Department of Corrections, Office of Substance Abuse Services. He has a master's degree from WMU in counseling education and counseling psychology and has spent the last seven years working with the MDOC. He has experience with contract management as well as resource management both within the MDOC and in community-based behavioral health settings.

The mental health/substance abuse outpatient facilities are open five days per week from 8:15 a.m. to 5:00 p.m. and all offer evening hours. Services offered include diagnostic assessment, nursing assessment, nutritional assessments, psychiatric medical services, individual, group, and family therapy. The four centers have a pharmacy on site.
