As president, Ford signed the Helsinki Accords, marking a move toward détente in the Cold War, even as South Vietnam, a former ally, was invaded and conquered by North Vietnam. Ford did not intervene in Vietnamese affairs, but did help extract friends of the U.S. Domestically, the economy suffered from inflation and a recession under President Ford. One of his more controversial decisions was granting a presidential pardon to President Richard Nixon for his role in the Watergate scandal. In 1976, Ford narrowly defeated Ronald Reagan for the Republican nomination, but ultimately lost the presidential election to Democrat Jimmy Carter.

At the GENEVA CONFERENCE of 1954, the partition of French Indochina into 4 independent states - Laos, Cambodia, South Vietnam and North Vietnam was decided. Vietnam was partitioned at the 18th degree northern latitude. The capital of South Vietnam was SAIGON.

For historians of South Vietnam, the General Sciences Library (Thu Viên Khoa H?c T?ng H?c) of Ho Chi Minh City is an invaluable resource. The library’s name is somewhat misleading, insofar as it suggests that it is dedicated exclusively to the collection of technical and scientific materials. In fact, the GSL is the former National Library of the RVN, and its holdings contain an astonishing variety of books, journals, magazines, newspapers and other items published in South Vietnam between 1954 and 1975. These materials constitute the single largest collection of RVN-era publications in the world, and they include many texts that are difficult or impossible to find anywhere else. For scholars with a serious interest in RVN politics, economics, society and culture, the GSL is indispensable.

With terrorism in South Vietnam, the Communists needed only from 2 to 5 guerrillas to control a remote village of 1,000 people though only at night. They imposed severe and prompt punishment ranged from "three-month re-education" to "mutilation" (chopping off one finger if the convicted had intended to join the RVN army). A VC district "security chief" had the competence of giving death sentence to those considered as "incorrigible enemy's collaborators."

Roman Catholics made up only just over 10% of the population in South Vietnam. As a reward for adopting the religion of their French masters. Catholics had always held a privileged position in Vietnam. The Catholic Church was the largest landowner in the country and most of the officials who helped administer the country for the French were Catholics.

The Protestant Church is represented by several denominations within South Vietnam. These include the French Reform Church, Anglican-Episcopalian, Christian and Missionary Alliance, Baptists, Church of Christ, Worldwide Evangelization Crusade, and Seventh-day Adventists. Other Protestant churches are represented in the various social services and/or welfare agencies, but do not seem to have formal church or missionary organizations.
