In Somaliland and Puntland, where central governmental administrations have been re-established, the human rights situation is markedly better than in other regions of former Somalia. Somaliland went through a period of localised civil war in 1994 to 1996, but has largely avoided the bitter factional fighting to which Mogadishu and parts of the south have been subjected. The Somaliland administration in Hargeisa has made significant progress in rehabilitating political, social and physical infrastructure.

Somaliland has yet to be recognized by a single country, 11 years after it first announced its secession from Somalia. Even its ally, Ethiopia, has refused to do so, although the two governments have forged an agreement on cross-border security.

Somaliland can't control Laascanod. SSC elders had dedicided that Laasanod can't be occupied and warned S/land to withdrew their boys from their territories. They have decided that they support unionist idea than seccessionist.

Although the agreement reached at Burco remains the cornerstone of the peace that prevails in Somaliland today, it by no means settled all grievances, nor resolved all differences: it simply terminated active hostilities and created a common political framework. It was then followed by diverse local reconciliation initiatives (Farah and Lewis: 1993) that have continued, almost without pause, ever since.

With the announcement that Somaliland would hold parliamentary elections in early 2005, IRI began a new program aimed at preparing political parties to compete fairly and effectively in democratic elections. The program began with intensive training and individual consultations with leading members of Somaliland's three parties on campaign planning and management.

There are no proper banks but rather money traders who trade Somaliland currency - the shilling. As it is not a member of the international postal union, Somaliland must hire multinational companies, such as DHL, to deliver its mail abroad.
