SOPRI Conducts political campaigns and lobbying efforts in the United States and International level to pormote international understanding of Somaliland's quest for independence statehood and economic need. SOPRI conducts these campaigns through several fronts including press releases, petition writing, direct mail, and personal contacts with key policy making bodies and figures in teh United States and elsewhere.

The Hargeysa Conference was followed by the longest period of uninterrupted peace since Somaliland’s reclamation of independence - a sign that things are moving along the right track. But the challenges to reconstruction and development remain formidable: indeed, the complexity of the issues and the stakes involved appear to have grown. Somaliland has made tremendous progress, but there is no room for complacency if past gains are to be consolidated and progress to be sustained. The remainder of this paper is dedicated to illuminating the way forward.
In 1991, as Somalia's government disintegrated and clan fighting in the south spun out of control, Somaliland, traditionally one of the poorest parts of Somalia, claimed its independence. But no country acknowledges it as a separate state and very few even contribute aid — which makes Somaliland's success all the more intriguing.

Rwanda is the latest country to recognize that capacity building has entrenched Somaliland's de facto independence. This could be seen as a hark-back to traditional views of statehood: recognition can be acquired only after the capacity to govern has been successfully demonstrated.
Nagi Ali ... sought GCC assistance for rebuilding infrastructure in Somaliland. He recalled that a number of EU members had made contributions for rebuilding roads and Berbera port. “However, due to the lack of recognition as a separate country, the economy could not grow the way we had expected at the proclamation of independence,” he said.
