On April 15, the Social Security Administration published final rules implementing a proposed increase in the Substantial Gainful Activity level for Supplemental Security Income (SSI) and Social Security Disability Insurance (SSDI) non-blind disabled beneficiaries. Effective July 1, 1999, the amount will increase from $500 a month to $700 a month. This increase will allow SSI and SSDI beneficiaries who are able to work to earn up to $700 a month without losing their benefits and maintaining much needed health insurance coverage as they begin the transition to work. Fear of inadvertently exceeding SGA has kept many disabled beneficiaries, including people with severe mental illnesses, from attempting to enter the workforce.

In 1953 the government abolished the Federal Security Agency, and the Social Security Administration became part of the new Cabinet-level agency of Health, Education, and Welfare. In 1956, under President Dwight Eisenhower, the U.S. Congress added monthly benefits for disabled workers to Social Security. Along with the amendment of 1939 for benefits to dependents and survivors, this new amendment created the form of Social Security that still exists today, which is known as Old-Age, Survivors’, and Disability Insurance (OASDI).

Most people – as many as 75 percent – are turned down for benefits on their initial application because they have not provided complete documentation or because they failed to convince the Social Security Administration that their condition was indeed disabling.
