The Peace Corps program in Senegal began in 1963, primarily with English teachers. An early rural development program set the stage for Peace Corps' important presence in rural areas. Volunteers currently work in projects, focused on the needs of rural people. Volunteers are assigned to small-scale projects helping individuals and communities with needs ranging from improved farming techniques to primary health education. All Volunteers are trained to promote awareness of HIV/AIDS and various other life skills themes.

The resumption of fighting in Casamance led to the displacement of more than 8,000 people in the border region, of whom some 6,000 fled to neighbouring Guinea-Bissau and 2,000 deeper into Senegal. In April forces of the Guinea-Bissau army entered Senegalese territory to attack the base of the MFDC faction led by Salif Sadio, claiming that he was a major obstacle to peace in Casamance and was threatening the security of neighbouring countries. Many people fled their homes at this time. However, Salif Sadio remained at large and his forces reportedly retreated into northern Casamance. In August, another wave of more than 6,000 people fled to neighbouring Gambia following clashes between rival MFDC factions in northern Casamance.
Previously a French colony, Senegal gained independence on April 4,1960. French is the official language but Wolof, Pulaar, Serere, Soninke, Jola and Mandinka are ... widely used, and TV news is aired daily in all these languages. This diversity further complicates the issue of literacy, which stands at the low rate of 33.1 percent of people over fifteen who could read and write, of which 43 percent were male and only 23.2 percent were female.
