The first planet which fell to Sauron's Empire: Roon Sauron was a master of Deadly Sight. Even when he didn't use this power, his deformed left eye made people scared. He used Dun Möch very effectively. He ... had the ability to use Battle Meditation. He used Force Grip very well. He could crush his oppnents any internal organ.
Sauron ... had power over a group of Men called the Balchoth who lived east of Mirkwood. The Balchoth along with Orcs from the Misty Mountains attacked Calenardhon in northwestern Gondor in 2510. At the Battle of the Field of Celebrant, Eorl the Young came to the aid of Gondor and defeated the enemy forces. Eorl and his people were given the land of Calenardhon, which was renamed Rohan. In 2758, Rohan and Gondor were attacked simultaneously but the enemy forces were ultimately repelled.

In The Silmarillion it is explained that, before the godlike Valar entered the realm of Arda, Sauron originated as a spirit of the kind called a Maia (pl. Maiar). “He was of course a 'divine' person (in the terms of this mythology; a lesser member of the race of Valar)” (The Letters of J.R.R. Tolkien, p. 205). Though less mighty than any actual Vala, he was of the same nature as these godlike beings. Compared to many other Maiar, he was very powerful; it is noted that he was of a far higher order than the Maiar that later became known as Gandalf and Saruman (The Letters of J.R.R.

"The Tale of Years" says that, beginning around the year 1800, Sauron extended his power eastward. It would seem that Sauron, like the Eldar and Numenoreans, felt it was time for a change in policy. Rather than take on the Eldar directly, he elected instead to build up his power among other peoples (presumably among the Men of eastern Middle-earth, whose ancestors had once been loyal or friendly to Morgoth). The evolution of Sauron's goals emerges as a consequence of his several failures: he failed to accept responsibility for his rebellion and refused to go to Valinor; he failed to seduce the Eldar to his full service; he failed to crush the Eldar and eliminate them as potential rivals for control over Middle-earth.

When he wielded the One Ring, Sauron's power was enhanced, but there were two inherent dangers. First, if someone with great strength of will claimed the Ring, that person could become Sauron's master. Second, if the Ring were destroyed, Sauron would ... be destroyed because he would no longer have sufficient power to maintain his existence and would be reduced to nothing more than a shadow. But Sauron could not conceive that anyone would try to destroy the Ring, and he knew that no one - not even himself - would have the strength of will to do so.

Sauron may have built up his strength, but he seems to have devoted more than 1,000 years to dueling with the Numenoreans over various minor regions. His strategy floundered as he pondered what to do about the two problems. Sauron's flexibility undoubtedly ensured that his realm survived. By changing directions and pursuing more easily obtained goals in the east, he established an empire capable of withstanding most of the incursions of Numenor. But he appears to have held back in confronting Numenorean power. There is no mention of massive assaults on any Numenorean fortresses.
