The incidence of crime was considered to be relatively low in Saudi Arabia, and violent street crime was particularly unusual. Crime rates had... risen with the presence of foreign workers. An increase noted in the level of petty crime in 1989 was linked to unemployment among Saudis and Yemeni residents of the kingdom. The severity of penalties and the rigid system of enforcement were credited by both officials and ordinary citizens with contributing to the high standards of public safety. Supporters of severe punishment believed that, although carried out infrequently, a beheading or stoning reminded the people that such penalties remained in force. Some observers disagreed, citing cultural traits and the social forces bearing on Arabs of the peninsula as the main inhibiting factors.

To diversify the economy, Saudi Arabia launched a new city on the western coast with investments exceeding 26.6 billion dollars. The city which is named "King Abdullah Economic City" will be built near al-Rabegh industrial city north to Jeddah. The new city, where construction work started in December 2005, includes a port which is the largest port of the kingdom. Extending along a coastline of 35 km, the city will ... include petrochemical, pharmaceutical, tourism, finance and education and research areas.

At the time the Kingdom of Saudi Arabia was founded in 1932, education was not accessible to everyone and limited to individualized instruction at religious schools in mosques in urban areas. These schools taught Islamic law and basic literacy skills. By the end of the century, Saudi Arabia had a nationwide educational system providing free training from preschool through university to all citizens. While the study of Islam remains at its core, the modern Saudi educational system provides quality instruction in diverse fields of modern and traditional arts and sciences. The Kingdom of Saudi Arabia has been carrying out a national public awareness and education campaign as part of its strategy to combat extremism. This program, initiated with the Counter-Terrorism International Conference held in Riyadh from February 5-8, 2005, features advertisements on television, radio and billboards, as well as programs on television, in schools and mosques, and at sporting events. Its objective is to educate Saudi citizens about the true values of the Islamic faith and the importance of tolerance and moderation.
