About 25 per cent of residents in Saudi Arabia are from elsewhere. There are about 2,500 Canadians registered in Saudi Arabia, including almost 1,800 in the Riyadh area, according to the Department of Foreign Affairs. Not all Canadians register when they arrive, or notify the embassy when they leave, so exact numbers are difficult to ascertain.

In Feb. 2005, Saudi Arabia held its first elections ever: municipal council elections to choose half of the new council members in Riyadh. The other half continued to be appointed, in keeping with the previous Saudi system. Women were not eligible to vote, and less than a third of eligible voters registered.

Saudi Arabia was founded on a totalitarian ideology, Wahhabism, that claims to be an Islamic religious doctrine, but is really a radical system of social control. Riyadh has long financed Wahhabi global expansionism and adventurism, and this has now come home to roost. Saudi Arabia has entered a crisis, and resembles the former Soviet Union as it was poised to fall apart--a gerontocracy in which neither power nor policy is transparent or, until lately, susceptible to pressure for change from below.
