Like it can be seen from that quote, Saruman was the head of the Order and Tower of Orthanc was his home. Grey Fool was only a visitor there and Tower of Orthanc was ruled by Saruman the Wise.

In the archives, Saruman ... learned about the palantiri, or Seeing-stones - devices that could be used to gather information and communicate over great distances. Saruman knew that there was a palantir in the Tower of Orthanc at Isengard - a stronghold in the Gap of Rohan at the southern end of the Misty Mountains. Though Isengard was in Rohan, it belonged to Gondor, but the guard there had grown lax. In 2759, Saruman offered to take up residence in Isengard and repair and maintain its defenses. He was given the Keys of Orthanc by Beren, the Steward of Gondor.

Saruman on top of his tower Using a computerized ruler, measure the height of Saruman standing on top of the tower in centimeters. Then, measure the height from the level where he is standing to the top of the tower.
(Manuscript page from so-called original document) Evidently referring to a bridge built over the Isen by Saruman, roughly one mile East of Isengard. A crossing such as this is deduced by Elfhelm in Unfinished Tales p. 364; Merry points the bridge out to Aragorn in Two Towers p. 171.
