The forces of Saruman have started raiding Rohan but as long as the Fords of Isen are held by the rohirrim, Saruman's main forces cannot enter the land. Also, a small band of Uruk-Hai is sent towards Amon Hen to capture a band of adventurers.

At about this time, in an attempt to control Rohan, Saruman bought the allegiance of King Théoden's chief advisor, Gríma Wormtongue, who then counselled the ailing king to do nothing about the steady resurgence of Sauron's armies. Saruman and Wormtongue's treachery would have crippled Rohan's military might, had not Gandalf interfered a year later and revealed to Théoden his right-hand man's true designs, healing the old king and revitalizing his political and military rule.
Note that if Saruman is killed here, the good player wins, so Saruman should consider his chances really carefully! If evil side kills all named heroes of Rohan, they win the campaign. If they retreat through their deployment side, proceed to Scene Three: Amon Hen.

Saruman enlisted a Man of Rohan named Grima to be his agent in the court of King Theoden of Rohan. Grima became Theoden's counsellor and began to exert his influence over the King on behalf of Saruman. In 3014, Theoden became ill, possibly as a result of poisons administered by Grima. Theoden appeared to age prematurely and his judgment became clouded and he became dependent on Grima's advice. It was Saruman's intention to weaken King Theoden and thereby leave Rohan open to attack.

It must have been during Gandalf's captivity in Orthanc that Saruman began to build his army of Orcs, Dunlendings, and Uruk-hai, since Gandalf came to an as yet undestroyed Isengard. One can speculate that if matters had developed a little more slowly, his puppet Wormtongue would have gained full control over Rohan, and the Rohirrim would have been enslaved or destroyed.
Standing behind the Dunlendings and urging them ever to greater battles is Saruman. His words are so powerful that a tiny exertion on his part will raise the strength of a Dunlending Man by +2. He plans not just to raze the plains of Rohan though, but to hinder the Fellowships move to Mordor, forcing them to exert when they move for each Dunland Man in play. If you are worried about your opponent double moving from site 7 to 9, you can play Saruman with several Dunlending men at site 7. Use Saruman's ability to exert to make a Dunlending strength +2 to keep those minions alive and stop you opponent in his tracks.
