Lord of the Rings Fantasy World Like Gollum, Saruman was the Ring’s slave, but did everything consciously unlike Gollum. But there are forces above insidiousness, and they win. Saruman could be compared with the scales, which pan of Evil outweighs the pan of Good. Saruman’s character as well as his personality are to blame.

In either case, Saruman found himself in a difficult position, for he was a known traitor to both sides. Saruman thought that he might still have time to find the Ring himself because he believed the Ring-bearer would have left the Shire already. But the squint-eyed Southerner was waylaid by the Nazgul and forced into their service. From Saruman's agent, the Nazgul learned that a Hobbit named Baggins lived in Hobbiton, and they began their relentless pursuit of Frodo Baggins as the Ring-bearer fled to Rivendell.

As Saruman delved deeper into his study of the devices of the Dark Lord, a desire began to grow within him to possess the power of the One Ring for himself. Keeping his research a secret from the other members of the White Council, Saruman began searching for the Ring and fortifying Isengard with an army of Orcs and Wild Men from the nearby hills. As his pride and lust for the Ring grew stronger, he made contact with Sauron himself through the seeing stone of Orthanc--and being deceived by the Dark Lord, Saruman foolishly pledged himself to his service.

When the White Council was formed around the year 2463 of the Third Age, Saruman was appointed its leader. Even then, he had begun to sense the resurgence of Sauron and to envy and desire his power, and especially his One Ring. Coincidentally, in that same year the One Ring was found by the creature Gollum, drawing the Dark Lord closer to the conflict that would eventually prove Saruman's undoing.
Saruman's role 'behind the scenes' of The Lord of the Rings is ... expanded on. Unfinished Tales in particular, details Saruman's obstruction of Sauron's search for the Ring.
