Of volcanic origin, Saint Lucia is traversed from N to S by a forested mountain range that culminates in Mt. Gimie (959 m/3145 ft). In the S, Soufrière, a volcanic crater with hot sulfur springs, is a source of geothermal energy. The mountains contain many streams and fertile valleys. St. Lucia has a tropical climate, with an average annual temperature of 26° C (79° F). The average annual rainfall ranges from about 1525 mm (about 60 in) on the coast to more than 2540 mm (more than 100 in) in the mountains. The rainy season lasts from May to August.

The island of Saint Lucia has more mountains than many other Caribbean islands, with the highest one being Mount Gimie, at 950 metres (3,117 ft) above the sea. Grenada, Saint Lucia, Dominica, Saint Vincent and Grenadine and Saint Kitts and Nevis have police forces only, although some paramilitary training is provided for special units. The police are generally organised and supervised according to British law enforcement practices. None of these Caribbean states has a system of conscription into security forces and, therefore, recruitment is on a voluntary basis only.

The Royal Saint Lucia Police numbered 932 officers, which included a Special Services Unit with some paramilitary training and a coast guard unit. The police force reports to the Ministry of Home Affairs and Internal Security. The police commissioner continued a community policing initiative to increase professionalism, prevent crime, and address customer service issues. The police force's internal complaints unit received and investigated complaints made by the public against police officers. The complaint unit's findings were sent to the Police Complaints Commission, a civilian body, which reviewed the cases and made recommendations for internal disciplinary action to the police commissioner.

The first organized system of education in Saint Lucia emerged after this eastern Caribbean colony achieved independence in 1838. The Anglican, Catholic, and Methodist churches were largely responsible for these early schools. Eventually, the churches began working in conjunction with the government to oversee education in Saint Lucia. Because schools residing on church grounds and managed by church groups received government funding, they became known as public assisted schools. Schools in operation in 1998 totaled 82. Of these, 64 primary and 2 secondary schools were overseen by religious organizations, most commonly the Catholic church.
