The Russian Federation has ratified the UN Framework Convention on Climate Change and took obligations as a Party of Annex 1 to the Convention, which joins developed countries and countries with economy in transition. According to Article 4 of the Convention, developed countries shall take practicable steps to facilitate other countries to carry out their obligations under the Convention. In this way the U.S. initiated special Country Studies Program aimed at relevant assistance and creation of informational basis for future activity under the Convention. The Russian Federation became active participant of this Program and respective cooperative agreement DE-FCO2 93PO 10118 was signed between U.S. Department of Energy and Russian Federal Service for Hydrometeorology and Environmental Monitoring, which was nominated by Government of the Russian Federation as an official lead organization on climate change problems.

The Russian Federation is deeply distressed by the situation of female refugees in the world today. Of particular concern to Russia are those who are internally displaced within a country. Russia believes that all people have the right to live in freedom from fear. Clearly, the situations in which female refugees find themselves raise fears for their lives or well-being. Russia advocates a multi-polar effort to coordinate the protection of female refugees because refugee flows and associated humanitarian issues affect the stability and security of an entire region. Russia expresses concern over giving humanitarian aid dependant on particular regimes due to its strong belief that aid ought to be universal.

The terrain of the Russian Federation consists of broad plains with low hills west of the Urals; vast coniferous forest and tundra in Siberia; and uplands and mountains along the southern border regions. The Russian Federation stretches across much of the north of the super-continent of Eurasia. Because of its size, Russia displays both monotony and diversity. As with its topography, its climates, vegetation, and soils span vast distances.[9] From north to south the East European Plain is clad sequentially in tundra, coniferous forest (taiga), mixed and broad-leaf forests, grassland (steppe), and semi-desert (fringing the Caspian Sea) as the changes in vegetation reflect the changes in climate. Siberia supports a similar sequence but is taiga. The country contains 23 World Heritage Sites[10] and 39 UNESCO Biosphere reserves.[11]

The history of the Russian Federation is long and brutal. It is apparent on every corner of the country's awesome cities, such as Moscow and St Petersburg, as well as in its lesser-known towns such as Novgorod, Kazan and Tomsk.
