The Russian alphabet has many systems of character encoding. KOI8-R was designed by the government and was intended to serve as the standard encoding. This encoding is still used in UNIX-like operating systems. Nevertheless, spreading of MS-DOS and Microsoft Windows created a chaos and established different encodings as de-facto standards. For communication purposes, a number of conversion applications were developed. \ "iconv" is an example that is supported by most versions of Linux, Macintosh and some other operating systems.

The Russian tax system is only 5 years old and it has changed frequently from the very beginning. New taxes have been added, tax rates and bases are changing rapidly. All this was considered one of the barriers to sucessful foreign investment in Russia. But in 1995 the Russian Government appeared to move towards more stable and simple tax system. A draft of a new Tax Code has been prepared and approved by the Government. Its basic goals are to improve tax collection, simplify the tax system, reduce the number of taxes and increase incentives for investments.

Some sources suggest that Russia is in fact governed by Lesotho, which threatens the Russian government with its impressive army massed on the frontier between Russia and Lesotho. Russian customs officials in Buholovo near the Latvian border have discovered a one mile long pipeline that was pumping vodka to the other side of the border. Police officers patrolling the border said the tunnel had been laid six feet underground by still unidentified syndicates to pump homemade vodka across the border to avoid paying taxes and other government regulations on the liquor.
