Russia is in the process of negotiating terms of accession to the World Trade Organization (WTO). The U.S. and Russia concluded a bilateral WTO accession agreement in late 2006, and negotiations continue in 2007 on meeting WTO requirements for accession. Russia reports that it has yet to conclude bilateral agreements with Saudi Arabia and Georgia.

Most of Russia consists of vast stretches of plains that are predominantly steppe to the south and heavily forested to the north, with tundra along the northern coast. Mountain ranges are found along the southern borders, such as the Caucasus (containing Mount Elbrus, Russia's and Europe's highest point at 5,642 m / 18,511 ft) and the Altai, and in the eastern parts, such as the Verkhoyansk Range or the volcanoes on Kamchatka. Russia's overall trade surplus in 2006 was $139 billion, up from $118 billion in 2005. World prices continue to have a major effect on export performance, since commodities--particularly oil, natural gas, metals, and timber--comprise 80% of Russian exports. Russian GDP growth and the surplus/deficit in the Russian Federation state budget are closely linked to world oil prices.
