Each day, the department's leaders would study the previous day's and week's crime statistics & redeploy their forces to cope with emerging threats. Was there a rapist on the prowl in Queens? Rudy Giuliani the presidential candidate is billing himself as a supporter of free trade. As recently as late March, the Mayor embraced free trade, albeit cautiously, at the Club for Growth Winter Conference. "I generally agree with the principles of free trade and I think and increasingly have become more convinced of those principles because I almost think they are inevitable," Mr. Giuliani said. "If we fight them we hurt ourselves, if we embrace them we kind of move to the future."[31] In May of 2006, Giuliani professed his support for free trade to Republicans in Iowa,[32] and supported free trade with China and granting Taiwan preferential trade status in 2000.[33]
