Royal Mail: Royal Mail Group

Royal Mail Group is the UK's dominant postal services company as well as the country's biggest retailer, as a result of its national chain of post offices. Known until 2000 as The Post Office, the company has for several years endured a stormy relationship with the British government, still its effective owner. Competition from rival delivery companies increased dramatically during the 1990s, but Royal Mail was prevented from responding in kind because of the commercial restrictions imposed by state control. Freedom, finally granted in 2000, came at a high price. The renamed Consignia lost its biggest government contract, as well as its monopoly on low-price mail delivery. Struggling to survive, the company changed its name again in 2002 and announced a three year restructuring program, which resulted in record profits for 2005.

Royal Mail said that the CWU had tried to create a political issue rather than focussing on a pay deal which offers 2.5% on basic pay as well as a dividend of £800 and a 50:50 productivity sharing scheme. Colleagues in Parcelforce, the group’s parcel’s division, have already voted to accept a similar pay offer on a recommendation by the CWU.

Postcomm, the regulator of postal services consulted on a new price and quality of service framework for Royal Mail, which took effect from April 2006. Whilst the previous regime consisted of 15 minimum service standards across a range of products, the new frameworkincludes elements of the universal service obligation and mail integrity. To make room for these new standards, some productsare groupedtogether and a target is applied to each 'basket'. The performance of the basket is calculated by aggregating the performance of each individual product within that group.
