Roulette's grandmother was a Golden Age villain of the same name, who ran a conventional casino and fought Mister Terrific, as well as having a relationship with his brother, Ned. Both Ned and Roulette have been retconned into Mr. Terrific's history, and do not appear in the original stories. The current Roulette believes Terry Sloane to be her grandfather, rather than great-uncle, and sees the current Mister Terrific as an unworthy successor. Her casino ("The House") is a superhuman gladiatorial arena, capturing heroes with teleporter technology similar to Holt's T-Spheres, and pitting them against each other, while various supervillains bet on the outcome.

Roulette was part of the force of Hellions that attacked the New Warriors over the fate of Firestar, a former member. At first, her powers were deflected back on her teammates but when the battles degenerated to one on one, she easily took down Speedball. Eventually the Hellions left, having lost due to the competition deal between the White Queen and Tai, the unofficial force behind the Warriors.

Roulette had its origins in multiple other games. An Italian ball game called "biribi" was ... popular in France in the early 18th century, and it was combined with another wheel game that involved colors but not numbers to make a modern roulette game. "Roly-poly" was an English game launched in 1720 which consisted of black and white slots. So roulette could possibly be considered a hybrid of both birib and Roly-poly.

There are many gambling games available now but Roulette is probably the most popular. Bets are placed by putting chips of a particular monetary value, on a table decorated with a pattern of boxes and numbers. These different boxes and numbers represent the different bets that can be placed. A wheel is set spinning when the bets are placed and a ball is spun onto the wheel with a motion that opposes the wheel's rotation. The ball rapidly loses speed and after bouncing from the metal rungs of the wheel, comes to rest in a pocket of a particular number. The number of the pocket is the winning number.
