With Martin V the renascence of Rome began. Eugene IV again was driven out by the Romans, and Nicholas V had to punish the conspiracy of Stefano Porcari; but the patronage of letters by the popes and the new spirit of humanism obliterated the memory of these longings for independence. Rome became the city of the arts and of letters, of luxury and of dissoluteness. The population, too, changed in character and dialect, which had before more nearly approached the Neapolitan, but now showed the influence of immigration from Tuscany, Umbria, and the Marches. The sack of 1527 was a judgment, and a salutary warning to begin that reformation of manners to which the Brothers of the Oratory of Divine Love (the nucleus of the Theatine Order) and, later, the Jesuits and St. Philip Neri devoted themselves. In the war between Paul IV and Philip II (1556), the Colonna for the last time displayed their insubordination to the Pontifical Government.

Rome NY on northeast Map RIDC has received NYS approval to expand the Service Delivery Region (SDR) of its existing Commercial District Loan Fund in order to better serve the small business clients on Rome's commercial corridors. These funds are available to RIDC through an agreement with the NYS Urban Development Corporation in order to stimulate the economic development of central business districts and commercial strips in NYS municipalities. Loans are available for real estate acquisition, capital purchases, and working capital and often comprise a supporting component of a larger financing package based upon a commercial bank loan. This loan fund has been a historically strong and successful program for RIDC, but the SDR expansion was proposed in order to complement the City of Rome's various small business development initiatives as well as further leverage the fund's economic development potential.
