The Roman Empire was seriously declining. The economy began to stagnate. Too much money was being used to simply maintain the borders and unity of the empire. The cities began to deteriorate. City services declined, and hunger and disease severely hurt the poor. Many moved out to the country, where they found themselves working in the great latifundi -- what we might call agribusinesses -- as peasants and artisans. Free peasants turned over their ownership of land to these powerful landlords, in exchange for protection. In turn, these latifundi were ready-made mini-kingdoms for the barbarian chieftains who would be coming soon!

The Roman Empire ruled over the Mediterranean region when Jesus Christ walked the earth. The Jewish people had been long been ruled by foreign powers, including the Assyrian, Babylonian, Persian, Greek and Ptolemaic (Egyptian) empires. After a period of independence under the Maccabees, the Jewish people came under the dominion of the Roman Empire.

The fourth beast is the revived Roman Empire, and the 10 horns represent the Kings of its member nations. The little horn, speaking great words, rises up and conquers three of those nations and their Kings.The little horn is Antichrist, who will rise to power through the revived Roman Empire.Of the 10 horns, three are subdued, likely because these three will resist the rise to power of Antichrist, and will object to his far-reaching powers. From this kingdom, and the reign of Antichrist, a global system of apostate religion, politics, and economics will come to fruition. Roman Senators were selfish and self-absorbed, determined to hoard the huge wealth of the empire and determined to promote empire to enhance their wealth even further. The common people lost all power and were lucky if they had enough to eat (they were the humiliores, literally the humble, as opposed to the honestiores, the honored).
