The combination of alcohol and Rohypnol is ... particularly hazardous because together, their effects on memory and judgment are greater than the effects resulting from either taken alone. Effects begin within thirty minutes, peak within two hours, and can persist for up to eight hours. It is commonly reported that persons who become intoxicated on a combination of alcohol and flunitrazepam have "blackouts" lasting eight to twenty-four hours following ingestion. Disinhibition (losing your social inhibitions) is another widely reported effect of Rohypnol, when taken alone or in combination with alcohol. Adverse effects of Rohypnol use include, decreased blood pressure, memory impairment, drowsiness, visual disturbances, dizziness, confusion, gastrointestinal disturbances and urinary retention.

In the late 1980s, Rohypnol abuse and distribution were occasionally reported in Florida and in the border areas of Arizona, California, and Texas. Beginning around 1993, the abuse and distribution of Rohypnol began to spread, with the vast majority of Rohypnol-related law enforcement cases occurring between January 1993 and December 1996. The two largest Rohypnol seizures occurred in February 1995. At that time, more than 52,000 tablets were seized in Louisiana and 57,000 tablets were seized in Texas. By June 1996, the Drug Enforcement Administration (DEA) had documented more than 2,700 Federal, State, and local law enforcement encounters with Rohypnol.
Rohypnol is listed as a schedule IV drug. Possession of more than 3,250 milligrams of Rohypnol is a second-degree felony and can result in two to eight years in prison and a $7,500 to $15,000 fine. If the drug is sold within 1,000 feet of a school, the trafficking sentence can be raised to a first-degree felony.
North Vancouver RCMP discovered the Rohypnol when they raided the home of a man they had arrested on a cocaine trafficking charge. During the search they discovered the date-rape drug along with crack cocaine, marijuana, hashish, two handguns, a loaded shotgun and more than $1 million in cash.

Continued, repeated use of Rohypnol may result in addiction and although Rohypnol is a sedative, it can cause aggressive behavior in some people. Withdrawal symptoms may occur and include headaches, sore muscles, hallucinations, convulsions, and possibly seizures 1-2 weeks after quitting the drug.
In May 2000, DEA, along with the U.S. Border Patrol, seized 900 Rohypnol tablets in Texas. In July 2000, multiagency investigations led to the closure of a pharmacy in Mexico that used the mail to distribute Rohypnol to California.
