After a turbulent evening at the theatre, Richard (Robert Donat) comes into the possession of a strange woman (Lucie Mannheim), who claims to be a spy. By morning she's dead and Richard is left to meet what would've been the woman's next contact. But trouble after mishap follows Richard wherever he goes. He gets pegged for murder and typically receives no help from the people he meets, such as the lovely but hostile Pamela (Madeleine Carroll), for instance.

Robert Donat (Goodbye Mr. Chips, The Inn of the Sixth Happiness) plays Richard Hannay, a Canadian visiting London who travels to a local show. Gunshots erupt, and during the mad dash for the exits, he bumps into a woman (Mannheim, Bunny Lake is Missing) asking to go home with him. It turns out she fired the shots to get away from someone out to get her, as she babbles some hysteria about something called the 39 Steps and a secret formula that bad people are trying to get out of the country. This woman is murdered, leaving the Canadian is the likely suspect, forcing him to evade the cops and the baddies in order to bring down the spy ring and prove that he is innocent.

Lucie Mannheim is stabbed to death at Robert Donat's home after having revealed to him that a mysterious organization is stealing important state secrets. Donat, accused of Lucie's murder, goes to Scotland in order to find John Laurie, the man who could prove him innocent. But the police and the members of the 39 steps are right behind Donat. One of Hitchcock's english masterpieces.

Hitchcock’s cameo comes early in this film, as a passerby who’s littering the street as Donat and Mannheim board a bus. One of the most famous effects in the film comes when the maid discovers the brunette’s body in Hannay’s flat…and her scream dissolves into the train whistle of the Flying Scotsman as Hannay makes his escape.
