There is only one word to describe Sen. Robert Byrd's upbraiding of President Bush for his tailhook landing on the Abraham Lincoln: churlish. The West Virginia Democrat, famous for larding up bills with billions of dollars in dubious pork projects for his home state, objects to the cost of Bush's visit to the carrier, which was intended to pay tribute to America's military personnel for their swift victory in Iraq.

Robert C. Byrd Robert Carlyle Byrd (born November 20, 1917) is a West Virginia Democrat serving in the United States Senate. As of 2006, he is the longest-serving current member of the U.S. Congress, having served in the United States House of Representatives from January 3, 1953, until he entered the Senate on January 3, 1959. Including his time as a West Virginia state legislator from 1947 to 1953, Byrd has served as an elected official for over 60 years, and has never lost an election. At 88, Byrd is the oldest member of Congress. Some call Byrd a "walking encyclopedia" on the history of both the American and Roman senates. Byrd was married to Erma Ora James Byrd for 68 years until her death on March 26, 2006.

A coal miner's son who worked as a meat cutter and ship welder before entering politics, Robert C. Byrd advanced as a legislator through diligent study. Not until after his election to the House in 1952 did he begin law school at night, and not until after his election to the Senate did he receive his law degree in 1963. Byrd showed the same persistence in mastering the Senate's rules of procedure, which led to his election as Democratic whip and, in 1977, as majority leader. Byrd explained his ability to move the Senate and enact his party's programs by noting that “to be an effective leader, one ought to know the rules and precedents and understand how to use them.” In 1989, Byrd stepped aside as majority leader in order to chair the powerful Senate Appropriations Committee. He pledged to use his chairmanship to channel a billion dollars' worth of federal funds into his relatively poor home state of West Virginia.

Mississippi’s graduating high school seniors and eligible General Education Development (GED) graduates are encouraged to participate in the Robert C. Byrd Honors Scholarship program. When funding is received, the scholarship program will provide up to $1,500 per year for up to four years of undergraduate study to 70-75 qualified recipients. The Mississippi Department of Education administers the program, which is named for the distinguished United States Congressional legislator from West Virginia.
