The Robert C. Byrd Honors Scholarship Program (Title IV, Part A, Subpart 6 of the Higher Education Act of 1965, amended) is a federally funded program to promote exceptional achievement in students who show promise of continued academic excellence. Scholarships are awarded each year on the basis of merit to provide a scholarship for four years of continuous study at an accredited institution of higher education. The scholarships may be used for undergraduate study only. Availability and dollar amount of scholarships are dependent on federal funding for each of the four years, but will not exceed $1,500.00 per year, pending official notification from the U.S. Department of Education. Funding is subject to change at any time.

The Robert C. Byrd Honors Scholarship are awarded equally across each of Ohio 's congressional districts and are renewable for up to four years. Chartered Ohio high schools may nominate graduating seniors through the Ohio Department of Education. In 1985 Congress approved the nation's only merit-based scholarship program funded through the U.S. Department of Education, which Congress later named in Byrd's honor. The Robert C. Byrd Honors Scholarship Program initially comprised a one-year, $1,500 award to students with "outstanding academic achievement" and who had been accepted for enrollment at an institution of higher learning. From 1993 onwards, the program began providing four-year scholarships; students who received the first-year scholarship then could apply for stipends for the next three years.[22]

Given CAGW's long history of chronicling and criticizing Byrd's prolific spending, CAGW was not surprised when he contemptuously referred to the group as "a bunch of peckerwoods" on National Public Radio in the summer of 2001. Remember, this is the same man who said "you might as well slap my wife as take away my highway money." That must be especially true regarding the Robert C. Byrd Highway.

It's not surprising that the man behind the Robert C. Byrd Metals Fabrication Center and Robert C. Byrd Hardwood Technologies Center thinks so highly of Robert C. Byrd. The surprise is that Byrdism has become the quasi-official philosophy of the GOP-controlled Congress. It turns out that Byrd was right when he defended his Road to Nowhere: Times have not changed.
