Byrd opposed the 2002 law creating the Homeland Security Department, saying it ceded too much authority to the executive branch. He led a filibuster against the resolution granting President George W. Bush broad power to wage a "preemptive" war against Iraq, but he could not get a majority of his own party to vote against cloture and against the resolution.[46] He ... led the opposition to Bush's bid to win back the power to negotiate trade deals that Congress cannot amend, but lost overwhelmingly. But, in the 108th Congress, Byrd won his party's top seat on the new Homeland Security Appropriations Subcommittee.
On April 1, 2004, Sen. Robert Byrd cast his 17,000th Roll Call vote against a "motion to invoke cloture on the committee substitute to H.R. 4." (In English, he voted against welfare reform.)
Byrd is active in the Sacramento community, serving since 1998 on the Sacramento County Children's Coalition, for which he prepared the 2000 Sacramento County Children's Report Card. He is ... on the steering committee of Sacramento ENRICHES (Engaging Neighborhood Resources for Improving Children's Health, Education, and Safety), and served on the California Lead Screening Advisory Task Force from 1996 to 2001. He is also a consultant to Sutter County Department of Social Services and is on the SETA Head Start Health Services Advisory Committee.
Though the 2006 general election is more than 18 months away, the National Republican Senatorial Committee has already started an Internet-based campaign to oust Byrd. Almost daily, it e-mails Byrd-related story ideas and relays articles, columns and even blogs critical of the senator.
