Gazprom director Rem Vyakhirev is one of only a few Russian businessmen who come to American not looking for financial backing. He is backed by a major gas concern that produces 22 percent of the world's output. Cabinet members welcomed him to Washington.
After his departure, Rem Vyakhirev guided Gazprom. Vyakhirev proved to be an awesome successor to his former boss. Under him, Gazprom grew into a major player in Russia's domestic politics, often dictating crucial political decisions to the Kremlin itself. Gazprom is only partially owned by the state, and Vyakhirev was quick to use the ambivalent status of his monopoly to acquire more political influence for Gazprom and for himself. He was constantly accused of asset-stripping and nepotism -- but these were hardly unique activities in the muddy waters of the post-Soviet economic mess.
Details: The chairman of the executive board of "Gazprom", Rem Vyakhirev, stated in what was referred to as a press-conference dedicated the 50th anniversary of the railway track Saratov-Moskva, that the election campaign has deepened the current payment crisis in Russia. Vyakhirev stated that only in the last ten days the non-payments to "Gazprom" have risen with one trillion rubles (200 million dollars), an enormous sum even compared to Russian debt standards. In the spring the non-payments to "Gazprom" reached 58 trillion rubles (11 billion dollars, or 3% of GNP). Vyakhirev connected the escalation of the payment crisis with the pre-election "trifling" of local governors, and regretted that the company had no political nor juridicial levers to regulate the crisis.

Some observers speculated that in spring 2000 Minister Lesin and Gazprom's Vyakhirev may have discussed during meetings the possibility that Gazprom opens a credit line for VGTRK. Other observers say that Lesin and Vyakhirev could have discussed prospects concerning VGTRK's regional television channel Rossiya. State regional television companies that are part of VGTRK could start broadcasting from its frequency. This would benefit the second channel or Russian television, RTR, whose frequency is currently jammed by the signals of local companies in many regions. Possible topics of discussion between Vyakhirev and Lesin... have not been confirmed by the two officials. And, as already noted in this report, Lesin has called attempts to link his name to the revival of Gazprom Media "lies."

In January, at a meeting with the employees of Surgutgazprom, Rem Vyakhirev made an important announcement about an impending division of Gazprom. "We would divide into those who make money and those who help them", he said. By this it was understood that the money-makers were the gas producing and exporting companies, which were to remain in Gazprom, while all other companies (transport and service companies) were to be sold off. On the same day, the shares of the company dropped 8% in value Two weeks later, acting president Vladimir Putin stated that Gazprom "would not be divided."
