Since 9/11 the Red Cross has been very careful to honor donor intent. If you clearly specify that your donation is to be used for X then that money is restricted and may only be used for that purpose, even if there is no need for that money.

All blood donated through the Red Cross comes from volunteer donors -- caring people like you. Each donation is a gift to a patient in need. There is never a charge for blood itself. To cover the expenses of recruiting, collecting, testing, processing an distributing blood and blood products, Red Cross charges a processing fee to hospitals. The charge appears on the patient's hospital bill and is usually covered by health insurance.
