Rating tobacco “R” isn’t meant to block teens from seeing more movies. What it really does is create a voluntary market incentive for producers to keep smoking out of the movies designed to be marketed to teens.

The O'Reilly Factor averaged a 1.8 rating with an average of 2,141,000 million viewers a night for June of 2006. So the factor had a slight increase in total average viewers per night over the May numbers, but his rating stayed the same as May. This is the first time the factor viewers have increased from the last month in about 6 months. His overall numbers are still way down from October of 2005 when he was averaging 3.1 million viewers a night. So when O'Reilly says his numbers are up, you know he is lying.

The conclusion is that if your goal is to become a crit-immune druid, you can swap 60 defense rating for 39.4 resilience rating + 29.4 agi. This is because (1%miss and 1%dodge) = 2%dodge, see ... Attack Table for this. So this tradeoff gives you the same crit immunity and gives even slightly better damage mitigation because of the use of Agility. This trade-off is also good for the extra crit and armor, which are both useful for feral tanks. Looking at normal stats of defense rating and resilience on armor and weapons, it is easier to get crit immunity through resilience than through defense. This is not true for Warriors and Paladins as they can Block and Parry and therefore get much more benefit from defense rating than feral druids.

The rating during the provisional period is the average of a set of values, one for each game played. The value for a game against an established player is the opponent's rating plus 400 for a win and minus 400 for a loss. For a game against another provisional player, the value is moved towards the previous average to lessen the impact of the unreliable result. Extra points are then added to the rating for the purpose of keeping the average rating of all established active players close to 1600. In particular, 1/5th of 1600 minus the current average is added to the rating.
