Until 1968, the Quebec legislature was bicameral, consisting of the Legislative Council and the Legislative Assembly. In that year the Legislative Council was abolished, and the Legislative Assembly was renamed the National Assembly. Quebec was the last province to abolish its legislative council.

Quebec did not join the majority of the other provinces in the 1980s when they adopted the modern pattern for the flag of the Lieutenant-Governor. However, despite the minor design differences, such as the wreath of golden maple leaves and the flag shape, in many ways it was the other provinces which were, after some thirty years, following the lead of Quebec.

Underlying the concept of the Quiet Revolution is a perception or interpretation of the time period that preceded it and which is called duplessisme, from the name of the Prime Minister of Quebec, Maurice Duplessis. Quebec, under the Duplessis era, was supposed to be characterised by traditionalism, conservatism and, generally, a rejection of contemporary ways and values. In consequence, the province had fallen behind, had acquired increasingly negative characteristics and had had to live through les années noires, a sort of a Quebec equivalent to the Dark Ages. This perception is broadly challenged by many social scientists today. However, there is no doubt that the death of Duplessis, and the subsequent election of the Liberal Party of Jean Lesage, ushered a period of intense changes and activities, the sum total of which seemed to amount to a Revolution. Certainly, few, at the time, challenged that what was taking place was a Revolution.

One note on the term institution used throughout the pamphlet: This refers to public service directly under the jurisdiction of the Quebec government (school, hospital, etc...). Flag flying in the province is not as widespread as elsewhere and many buildings only have one pole so it is common practices in Quebec for places to only fly the flag of its relevant level of government (municipal, provincial or federal). Thus, when the pamphlet mention putting the Quebec in the place of honour, it is only for public services and not for private endeveours (such as a hotel) which would normally would fly them in the usual manner.
