Supporters of proportional representation should concur that the best vehicle for minority empowerment is in fact a free marketplace of both products and ideas. Resolute support of the Bill of Rights and limitation of government intrusiveness will go a lot farther towards that end than new voting schemes.

If you read people’s opinions about proportional representation in Ontario then you will very quickly find people arguing about whether it is democratic to vote blindly for a list of people, not knowing who or how many will get into power. They say that the list people will be beholden only to the party, and will not be accountable.

Systems that do not result in proportional representation are known as majoritarian systems. These include the single member constituency/plurality... called the first-past-the-post, the single member constituency/ majority, also called the majority run-off, the alternative vote, and the bloc vote, in which parties can receive seat numbers that bear no relationship to the national percentages they received in parliament.
