Propaganda is a specific type of message presentation aimed at serving an agenda. At its root, the denotation of propaganda is 'to propagate (actively spread) a philosophy or point of view'. The most common use of the term (historically) is in political contexts; in particular to refer to certain efforts sponsored by governments or political groups.

Propaganda may be disseminated by or for individuals, businesses, ethnic associations, religious organizations, political organizations, and governments at every level. Thousands of special-interest groups disseminate propaganda. Among such groups are patriotic and temperance societies, fire-prevention and traffic-safety committees, leagues promoting conservation or the prevention of cruelty to animals, labor unions, and chambers of commerce. No matter what its objective, propaganda attempts to persuade through rational or emotional appeal or through the organization of personal opinion. Efficient use of the communication media is central to these efforts.

After making a second appearance on "The Tube" in January 1986 things went quiet for Propaganda. In late 1985 their management introduced them to the London based music lawyer Brian Carr of Compton Carr, who studied both contracts Propaganda have been given to by ZTT Records and Perfect Songs, contracts which had been signed by the band members without legal advice. The lawyer explained to the group that under these contracts, the members of the group could go on making records for the rest of their lives and never make any money from them.
