The Prime Minister heads the Government and appoints Ministers, who head individual Government departments. The most important ministers are called Secretaries of State, and they are in charge of a Government Department (a ministry). Each minister is responsible for his department, and makes sure that his department applies the policy of the government.

Before becoming the Prime Minister in 1994 she took he oaths as the Minister without Portfolio on August 19, 1994. She donated her salary to the Treasury. She worked as an advisor to the Cabinet of Ministers of her daughter's government.

There are checks on the prime minister's power. Cabinet or caucus revolts will bring down a sitting prime minister quickly, and even the threat of caucus revolts can persuade and/or compel a prime minister to resign the office as happened to Jean Chrétien in 2003. The prime minister is ... restricted by the effectively anemic Senate. The Senate can delay and impede legislation, which occurred when Brian Mulroney introduced the Goods and Services Tax (GST). In many cases, the conflicts arose primarily because the Senate was dominated by members appointed by previous governments. The aforementioned Prime Ministers proceeded to shift the Senate in their favour with a flurry of senate appointments to ensure the smooth passage of legislation.

The Soviet Union's first prime minister was Bolshevik Party leader Vladimir Lenin, who chaired the Sovnarkom, the principal executive governing body at that time. Lenin, who was not fond of extended debates, began the practice of policy making through an inner circle of ministers. Following Lenin's death in 1924, the positions of government head and Party leader were formally separated from one another.
