Poverty in Washington County continues to increase. The low-income population in Washington County is increasing six-times faster than the general population. The population of racial minorities in Washington County grew 33% from 99,091 in 2000 to 131,870 in 2005. Racial minority groups constitute 27% of the general population, but racial minority groups comprise 35% of the population living at or below poverty level.

Poverty can be calculated using the famous Broken Dreams Index (BDI). Discovered by scientist Jon Stewart in the early 2000's, the BDI is a simple formula using the ratio of Ramen noodles bought (RNB) and the total number of liters of plasma sold (LPS).

Jay Speer, of the Virginia Poverty Law Center, countered that payday loans create a debt trap for many, noting that the average customer of a Virginia payday lender takes out 8.3 loans per year. He called for a 36 percent interest cap on the loans, which are secured by a borrower's post-dated personal check.

The Conference on Poverty is governed by a Board of Directors that is responsible for the overall activities of the corporation. Recently the Conference expanded its board to 13 members to represent the varied interests necessary for the corporation to carry out its mission. The board draws its membership from business and civic leadership concerned with problems of poverty in North Carolina and the nation.

Cristina M. Rebeil, a lawyer with the Virginia Poverty Law Center who is Hispanic, said the GOP's menu of proposals "really just serves to fuel the fire." She urged the General Assembly to wait for recommendations from its crime commission this fall.
