(September 21, 2005) The Sun Herald in Port Charlotte, FL, reported the parents of a 16-year-old boy were arrested after authorities discovered him chained to a wall in the home. Rachel Blow, 37, admitted chaining her son to a bedroom wall to restrain him from being violent and running away from home was a bad idea.
