On 22 June 2006 the Maldives Parliament voted not to accept the Bill on Political Parties. It was a Bill submitted by the Government. Earlier the Government had introduced a set of Rules on Political Parties facilitating registration of political parties in the country pending proper legislation. Those Rules were introduced by Presidential Decree issued on 5th June 2005.

The political parties are not mentioned in the Constitutional Act of the Kingdom of Denmark, which is the framework of the political system of Denmark. But the parties do... play an im-portant role in political life. The rules of the game and the conditions of politics are in Denmark, like in many other countries, more than just the written basic rules of the Constitutional Act. Tradition, practical considerations and the general development of society greatly contribute to laying down the conditions of political life.

If that is so, there is no way political parties can be regulated now in the country. There cannot be 5 parties already active under a dead decree. There cannot be another 5 parties trying to find 3000 signatures under an invalid set of rules. And if the decree does remain alive, despite the legislative rejection, its validity is still thrown into “good” dispute in view of the manner in which the Parliament had treated the Bill on Political Parties.
