".It appeared to be the ultimate comeback in a career marked by seemingly miraculous political resurrections. The night of Tuesday, Nov. 3, was a time of celebration at the White House. Bill Clinton had again defied the odds, embarrassed the experts and vanquished his political enemies. As election results poured in from across the country, it became clear that Clinton, though not on the ballot, had won a smashing victory over the Republicans who had bet their chips on his impeachment. The president gathered with friends and aides in his chief of staff's office to revel in the returns, one of those there recalled, chewing on cigars, drinking wine and delighting in the victory until 2:30 in the morning. The public had spoken.

First lady Hillary Rodham Clinton, running for a U.S. Senate seat from New York, joined the demonstration. Neither she nor the president appeared on the dais, although their messages carried on jumbo television screens.

In addition, the measure requires that the monthly lobbyist reports identify each legislator and each organization that provides support for legislators of a particular political party and house on whose behalf expenditures were made. If the lobbyist's expenditures exceed $50 during the month, the reports must be itemized. If expenditures are made in connection with a party or similar event hosted by an organization represented by the lobbyist, the report need not identify each legislator on whose behalf the expenditures were made. An expenditure on behalf of a person other than a legislator or an organization that provides support for legislators of a particular political party and house need not be reported unless the expenditure is made for the benefit of a legislator or such an organization.
