WASHINGTON -- Financial activity by political action committees (PACs) increased during the 1995-96 election cycle, according to figures compiled by the Federal Election Commission. From January 1, 1995, through December 31, 1996, PACs raised $437.4 million, an increase of 12% over 1994, and spent $429.9 million, up 11% over 1994. Cash on hand as of December 31, 1996, totalled $103.9 million.

NOW's Political Action Committees and Capitol City NOW honored women of color in Congress On Feb. 11, NOW's Political Action Committees (PACs) and the Capital City NOW chapter launched the Women of Color and Allies Summit with an inspirational reception honoring the achievements of women of color in the U.S. Congress. The purpose was "to pay special tribute to some of the people who speak up for women from positions of power," said NOW President Patricia Ireland.

The article informs that leaders of the American International Automobile Dealers Association (AIADA) are protesting against the AIADA's political action committee. Recently, the AIADA announced several new directors and executive committee members. Some are filling vacancies created when members resigned in protest or left after their terms expired. To help manage that risk, some committees have built controls firmly into their reporting structures. At the Grant Thornton PAC, for instance, the seven partners or principals of the firm that are members of the committee each have specific roles to perform, notes Steven Poe, senior counsel at the accounting firm. The PAC bylaws set up by the firm require an internal review, he says, and the results of the review are given to the PAC committee, the PAC leadership, and the committee's treasurer.

All of these practices are impressive in their own right. However, none of these tactics top Congress' list of the most effective and persuasive techniques in pushing legislation.
