Players start by joining the French, Spanish, English or Pirate nations as a naval officer, freetrader, privateer or pirate. At sea, players can blow enemy ships out of the water. On land, players can engage in a world of action and peril rife with sword fights. A unique economy lets players become captains of industry, running mines, lumber mills, shipyards and other large-scale operations. Players produce all the various goods needed to supply others with the raw materials to conquer the Caribbean, one port at a time. A player-generated content system lets gamers create their own sail and flag designs and even model their own ships.

There are limits to the kind of clothing a pirate can wear. Pirates may not wear Feathered Hats or Captain's Hats. Crews generally assign new players the rank of pirate to gain more experience before officer training. Often players who buy their own ship are given an early opportunity to start officer training, but this, again, varies with the crew.

Pirate ships usually carried far more crew than ordinary ships of a similar size. This meant they could easily outnumber their victims. Pirates altered their ships so that they could carry far more cannon than merchant ships of the same size. Stories about pirate brutality meant that many of the most famous pirates had a terrifying reputation, and they advertised this by flying various gruesome flags including the 'Jolly Roger' with its picture of skull and crossbones. All these things together meant that victims often surrendered very quickly. Sometimes there was no fighting at all.

A dangerous trend was the emergence of organized pirate gangs, which may conduct multi-ship operations, and/or use tactics of a quasi-military nature. These gangs may acquire the capability to target ships on the open ocean ... increasing the potential number of piracy victims. Of greater concern to the shipping industry is the level of violence used during attacks. The criminals carrying out pirate attacks often display a complete lack of concern for the victimized crews, who are at risk of being severely wounded, killed, or set adrift.
