The Philippines is a significant source of migrant workers; as of 2004, the Philippine government has estimated that there are over 8 million Overseas Filipinos while independent estimates by various Philippine civic organizations estimate the number at 11 million. Overseas Filipinos sent home a record $10.7 billion in 2005. The Filipino diaspora is present in 190 nations worldwide.

The Government of the Philippines (GRP) generally maintains a positive attitude towards foreign investment and its role in economic development. The GRP established the Board of Investment (BOI) to assist foreign and domestic investors with regulatory requirements, incentives, and market guidance. Regulatory inconsistency and lack of transparency... persist in many sectors. GRP regulatory authority remains weak or ambiguous. Foreign business representatives often cite corruption as a serious impediment to investment. Commercial disputes are often difficult to resolve quickly or satisfactorily in the understaffed and complex judicial system.

In the early 2000s the government was pursuing economic reforms to help the Philippines match the pace of development in the so-called newly industrialized economies of East Asia. The strategy includes improving infrastructure, revamping the tax system to increase government revenues, promoting further deregulation and privatization of the economy, and expanding trade ties in the region.

President Arroyo has repeatedly stressed the close friendship between the Philippines and the U.S. and her desire to expand bilateral ties further. Both governments seek to revitalize and strengthen their partnership by working toward greater security, prosperity, and service to Filipinos and Americans alike. Inaugurated into office on the same day as President Bush, President Arroyo lent strong support to the global war on terrorism. In October 2003, the U.S. designated the Philippines as a Major Non-NATO Ally. That same month, the Philippines joined the select group of countries to have ratified all 12 UN counterterrorism conventions.

The Internet has not yet really taken off in the Philippines. With an estimated Internet user population of 6%, penetration is among the lowest in Asia. The Internet sector is... well positioned for growth, with a deregulated market, strong government support for IT development, and an increasingly Internet savvy population.
