In 1946, the Philippines was granted full independence by the U.S., although they maintained a military presence in the country through the Subic Naval Base in Zambales and Clark Air Base in Angeles City. These facilities were ultimately returned to the Philippines in the early 1990's.

The Philippines is a developing country. In 1998 the Philippine economy — a mixture of agriculture, light industry, and support services — deteriorated because of the spillover from the Asian financial crisis and poor weather conditions. Growth fell to 0.6% in 1998 from 5% in 1997, but recovered to about 3% in 1999 and 4% in 2000.
