Peter received a BSc (HONS) in experimental physics from University College Dublin in 1995, followed by an MSc (Distinction) in optoelectronics and image processing in 1996 and a PhD in solar astrophysics in 1999 from Queen's University Belfast. He then spent nearly six years in the US, firstly as a Postdoctoral Research Fellow at Big Bear Solar Observatory in California and then as a Scientist and Senior Scientist at NASA Goddard Space Flight Center. Dr. Gallagher is a Member of the Institute of Physics (MInstP), a Fellow of the Royal Astronomical Society (FRAS), and a Member of the American Astronomical Society. He is an elected member of ESA's Solar System Working Group, which is responsible for selecting ESA missions for 2015-2025.

Upon his release, Gallagher joined the Texas Rangers and served under John Coffee Hays. He ... returned to Ireland to marry Eliza Conran in 1850. During the Civil War, Gallagher moved from his ranch to San Antonio, where he served as Chief Justice of Bexar County beginning August 18, 1862. While he was noted for his fairness and impartiality in executing his public duties in those troubled days, he served just one year, resigning in 1863 due to failing health. Following his resignation, Gallagher continued developing land near Fort Stockton, and he owned a salt mining company in the Juan Cardona Lake area that was one of the most important in the state. Gallagher donated much of his property to the Texas government in his later years and was instrumental in creating Pecos County in 1877.

Gallagher played for the Eastern Suburbs club in the years 1960–1965. He played mainly at centre but was a versatile player who could play most positions in the backline. Gallagher was a member of the Easts side that lost to St George in the 1960 Grand Final. In the 1965 season, Gallagher captained the Eastern Suburbs team. The following year Gallagher moved to the Manly club, remaining there until 1968. In his time at Manly Gallagher played most of his football on the Wing.
