During the Iraq-Iran War (1980-1988), the Persian Gulf came into news. Both sides attacked oil tankers of each other. When Iraq invaded Kuwait in 1991, this war got the name the Persian Gulf War. But, this war, major fighting happened on the land.

In 1991, during the Persian Gulf War, Raytheon's Patriot missile received great international exposure, resulting in a substantial increase in sales for the company outside the United States. In an effort to establish leadership in the defense electronics business, Raytheon purchased in quick succession Chrysler Corporation's defense electronics and aircraft-modification businesses (1996) and the defense business units of E-Systems (1997) and Texas Instruments (1997). Also in 1997, Raytheon acquired the aerospace and defense business of Hughes Aircraft Company from Hughes Electronics Corporation — a subsidiary of General Motors, which included a number of product lines previously purchased by Hughes Electronics including the former General Dynamics missile business, the defense portion of Delco Electronics (Delco Systems Operations), and Magnavox Electronic Systems.

Todd was called up for active military duty during the Persian Gulf War in March 1991, returning to U. S. Steel after a six-month tour of duty. He was named assistant general counsel in 1995 and elected general counsel for the former U. S. Steel Group of USX Corporation in 1998. He was elected vice president-law in 2002. In June 2003, he was assigned to his current position, vice president-law & environmental affairs.
