Papua New Guinea has a unicameral parliamentary system, with executive power nominally held by the British Crown, represented by a Governor General. Legislative power rests with the 109-member parliament. The local government system underwent extensive reform in 1995, when the 19 directly elected provincial governments were replaced by new regional authorities.

Papua New Guinea (PNG) gained independence from Australia on 16 September 1975. PNG has a parliamentary democracy with the Queen as its head of state. A governor-general represents the Queen. The head of the government is an elected prime minister whose appointment is confirmed by the governor-general. Sir Michael Somare was elected prime minister on 5 August 2002. He was elected unchallenged and has the support of a broad coalition.

Papua New Guinea’s judicial system is independent of other government branches. The highest tribunal is the Supreme Court, which handles matters of constitutional interpretation. The National Court deals with civil and criminal cases. Lesser judicial bodies include district, local, and wardens’ courts. The head of state appoints the chief justice, and the Judicial and Legal Services Commission appoints other judges.
