Palau is proud to be a member of the Community of Nations. After four successive colonial administrations – Spain, Germany, Japan and the United States – it finally emerged into nationhood in 1994. It is unique in having been the last country in the world to emerge into full sovereignty from the Trusteeship System of the United Nations. In April of 2004 Palau finally completed its long passage to nationhood by seating its first Permanent Representative to the world’s only universal deliberative body, the United Nations.

The people of Palau have long been both good story tellers and skilful in woodcarving. As a result, the practice of telling stories through woodcarvings or storyboards is a natural extension. The storyboards themselves can be made from several good hard woods that are grown on Palau. The first of these is ironwood, or dort as it is known in the Palauan language. This is the preferred kind of wood as it is both strong and long lasting. If ironwood cannot be obtained either because it is not available or too expensive, imported woods are occasionally used for storyboards.

Palau enjoys a pleasantly warm climate all year round. Palau enjoys an annual mean temperature of 82 degrees F (27 C). Rain showers starts on the month of June, but the rainy season starts September to November. Although rain falls during these months, most of the dive sites are sheltered by the island and there is still much sunshine. Then, thru December to February, trade winds start to blow. Typhoons are rare as Palau is located outside the typhoon zone.

In 1947 Micronesia, including Palau, became the Trust Territory of the Pacific under US administration. In 1969 the US entered into discussions with the Trust Territory's legislature on the future status of the territory. In 1978 a statement of Agreed Principles for Free Association, which included full internal self-government, was announced. In July 1978 Palau rejected a referendum on the draft constitution of the Federated States of Micronesia. In 1980 Haruo Remiliik was elected President and on Jan. 7, 1981 Palau adopted it's own popular constitution. On Aug. 26, 1982 Palau signed a Compact of Free Association with the US, although it required ratification by the people before it could come into effect.
