Outsourcing refers to the delegation of the non-core operations, based from an in house production to an external source, that has specialization for the purpose.

Boehlert ... claimed that the resolution was unnecessary because all of the information in the DoC report had already been provided to the National Academy of Public Administration for its more extensive investigation into outsourcing. But the Democrats said that they had interviewed the DoC analysts who worked on the report, who said that they had spoken with NAPA, but had not made their data available.
